Locklear purchased his fortunate ticket. What was about to be a routine stop rapidly turned into a scene of celebration when he tore off the numbers and reached for the jackpot.
Locklear was offered two alternatives. The entire $1 million in $50,000 yearly instalments spread over 20 years. Or he could take $600,000 one-time lump sum. He made a withdrawal of $430,503.
